I did some investigation and it appears to me that the problem is with nas. An updated nas was added toward the end of October 2017. I did the following and it appears to have cured the problem:

This looks related. The symptom is identical and it also is a router using kernel 3.10. In their case, regulatory mode/TPC mitigation seems to have an impact. Those don't have any impact for me.
