[Solved}
Correct, though I had to get another router, already converted to dd-wrt, along side to determine which of the chinese labeled tabs corresponded to Administration/Management. Turns out it is the 7th tab in the first row, and 1st in the second.

Also tried a 30-30-30 reset, and that also seems to put English back as the default.
