Also in times my HP Mini PC has nothing to do, the CPU is not going under 800 MHz.
does anyone know why and if I can change this?

Mine has been doing this too. With an i7 4770k with a base clock of 3.5GHz but it will eventually drop to 800MHz after some time has passed. This will not harm a CPU btw.
Simply switch it off and the processor will even clock at 0MHz!
Seriously, the processor will not support it at all.
I am not aware of any Intel processors that can clock lower than 400MHz in Low Frequency Mode (LFM).

I didn't had this on my radar, but you are right.
For my cpu, bus frequency is 100 MHz and the possible Multipliers are between 8 and 29 so 800 MHz is the lowest my CPU can go.
